The NIH Library intends to procure on a sole source basis to Elsevier Science, Inc., 360 Park Avenue South, New York, NY, 10010 for EMBASE.com. Specifically, the contractor shall provide a site license with the NIH Library for web-based electronic access to Embase.com, which includes a searchable database of over 16 million bibliographic records with abstracts from EMBASE (1974 to present) and MEDLINE records (1966- present) covering more than 5,000 journal titles published in 70 countries, and EMTREE. The period of performance or subscription will be from January 1, 2005 to December 31, 2005. Elsevier Science provides the only legal source for EMBASE.com, a copyrighted work. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirement of FAR Part 6. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System code 511120 with a size standard of 500 Employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability in providing the same product/service. All capability statements received within (15) days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Numbered Note 22.
