The Centers for Disease Control and Prevention (CDC) intends to award, on a sole source basis, a purchase order to Elsevier Publishing, 360 Park Avenue South, New York, NY 10010. The authority for this sole source procurement is FAR 6.301 & 13.106-1. A purchase order will be issued to Elsevier Publishing for the Journal of Adolescent Research Issue Brief and Podcast on Electronic Media and Youth Media. Justification for other than full and open competition is considered due to Elsevier Publishing is the publisher to the Journal of Adolescent Health (JAH) which is a multidisciplinary scientific journal on various topics related to behavioral science, public health and policy whose audience includes professionals from education, health services research, international health, law, medicine, mental health, nursing, psychology, social work, sociology and youth development. The editor of JAH and the publisher Elsevier are able to accommodate all CDC request for this special issue. These requests include expedited peer reviews, expanded number of pages, publication by Fall 2007 and development of an associated podcast. The editor of JAH and the publisher Elsevier are able to accommodate all requests for this special issue. This not a request for competitive proposals and no solicitation is available. Firms that believe they can provide the sufficient diversity in their subscriber audience to meet CDC?S dissemination need, publish special issues are encouraged to identify themselves and give written notification to the Contracting Officer within 15 days of the publication date of this synopsis. Determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the U.S. Government.
