The National Library Service for the Blind and Physically Handicapped (NLS/BPH), Library of Congress (LOC), provides reading materials in recorded and Braille formats to U.S. residents and U.S. citizens living abroad who are unable to use conventional print materials because of visual and physical limitations. Each year, more than 23 million books and magazines are circulated to these groups. Reading materials (books and magazines) are produced by contractors for NLS/BPH, and are distributed to a readership in excess of 700,000 through a network of over 135 regional and sub-regional libraries for blind and physically handicapped individuals. States, municipalities, and other agencies operate these organizations. In addition, books are distributed to schools, multi-state centers, and veteran hospitals throughout the nation and U.S. territories. The Library of Congress has a requirement to record, duplicate, package, and distribute assigned books to network libraries on recorded cassette and flash cartridge media and produce Digital Talking Book (DTB) masters. The Request for Proposals (RFP) will be posted on FedBizops on or about January 2, 2008. Offers will be due approximately 30 calendar days after the solicitation issue date, and award may occur approximately 30 days thereafter. Modification: The Request for Proposals (RFP) posting date has been changed from around or about December 20, 2007 to January 2, 2008.
