This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13.5. This solicitation document and incorporated provisions and clauses are those in effect through the June 2007 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-17. This acquisition is NOT small business set-aside and the NAICS code is 424920. This announcement constitutes the formal Request for Quotation (RFQ) and a written solicitation WILL NOT be issued. The National Library of Medicine (NLM) has a requirement to procure Japanese serial subscriptions on a sole source basis with Japan Publication Trading Company, Inc. (JPTC), Tokyo, Japan, to enhance NLM¿s collection of biomedical serials and periodicals. NLM requires procurement of approximately 1,220 subscriptions for titles that are published in Japan. This procurement is a continuation of the existing services to provide serial subscriptions to enhance NLM¿s collection. JPTC has supplied serial subscriptions to NLM for over 17 years. JPTC is the only known source to provide the unique serial subscriptions required by NLM. JPTC has 60 years of knowledge and experience in providing Japanese subscriptions. The purpose of this purchase order is to acquire biomedical serials and periodicals for the NLM collection published in Japan and to provide consolidated shipping and related subscription services and reports. Licenses for electronic publications will be negotiated by NLM directly with the publishers; however, NLM may request assistance in obtaining copies of license agreements from publishers. The award will be for a Base Year with options for four (4) successive one-year periods.
