This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. The solicitation number N00206-03-Q-C058 applies and is issued as a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through FAC 97-27 and DAC 91-13. The North American Industry Classification code is 339992 and the business size is 500 Employees. This requirement is for a fixed price contract for law enforcement equipment as follows: Line item 0001: 120 qty, Ceremonial Bugle that plays a prerecorded high-quality version of “Taps” taken from the 1999 Memorial Day service at Arlington National Cemetery. Comes complete with an authentic bugle, music insert and hard case for protection. Includes a manual explaining how the Ceremonial Bugle Funeral Honors should be performed as well as operation and maintenance instructions. One-year warranty. Bugle works on 2-9-volt batteries. Delivery of all items is required 30 days after award of contract, to be delivered FOB Destination to: Multiple addresses listed on Attachment 1 (Any request for Attachment 1 should be directed to Chrysti Lance 504-678-2358. Acceptance shall be made at destination. The provisions at FAR 52.212-1, Instructions to Offerrors - Commercial Items, applies. Addendum to FAR 52.214-4: paragraph (o) Warranty -- add: "Additionally, the government will accept the contractor's commercial warranty." Add the following addendum clause: FAR 52.211-5, New Material. The clause 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders - Commercial items applies with the following applicable clauses for paragraph (b): FAR 52.203-6, Restrictions on Subcontractor Sales to the Government--Alternate I; FAR 52.222-26, Equal Opportunity, FAR 52.222-35, Affirmative Action for Special Disabled and Vietnam Veterans; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies with the following clauses applicable for paragraph (b): DFARS 252.225-7012, Preference for certain domestic commodities, and DFARS 525.225-7001, Buy American Act and Balance of Payments Program. The government intends to award to the responsible contractor whose quotation is the most advantageous to the government considering price and price-related factors. This solicitation will be evaluated on the following factors: price related, technical and past performance are equal in importance.
