DESCRIPTION:
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation serves as a request for quote (RFQ). The solicitation document, incorporated provision and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-11. All responsible sources may submit a quotation which shall be considered.

Specifications:
Soft Body Armor Carrier Enhancement for the RBR Tactical Armor M-TAC-300-75. Provide the following specific characteristics;
Must accept RBR M-TAC-300-75 soft armor panels in sizes:
X-Small through XX-Large
- Cummerbund
o Pockets for 6x8 side hard armor plates (8â wide X 6â high, fully closable with plate inside)
o Minimum of seven horizontal and four vertical rows of modular webbing
o Cummerbund flap will have a minimum of six horizontal and four vertical rows of modular webbing
o Dual exposed magazine pockets with replaceable shock cord magazine retention with ¾ inch pull tab on cummerbund flap
- Adjustable over the shoulder ballistic protection
- Communications
- Groin protection carrier
o Detachable or retractable, internally housed
o Velcro and snap security of groin protection carrier
o Retractable, internally housed, groin protection increases frontal torso protection when not in use
- Capable of accepting ballistic arm/bicep protection
- Maximum use of PALS/MOLLE webbing on vest surface for flexibility in pocket attachment
- Removable ballistic collar with wide Velcro attachment.
- Each armor component is removable and adjustable to allow for a wide variety of wearing configurations
- Down-Man Rescue drag strap handle
- Dedicated hydration system pocket capable of holding 100 ounce bladders
with hose retention and routing loops
- Velcro closure I.D. card pocket on front plate pocket flap
- Two-inch by seven-inch front and rear Velcro (loop) identification strips on plate pocket flaps.
- Ambidextrous integrated tan metal d-ring for gas mask carrier attachment and equipment tie off points.
- Designed to give the operator the highest degree of protection without reducing mobility.
- Front and rear hard armor plate pockets capable of accepting Level III/IV, E-SAPI hard armor plates and centered on the torso vertically and horizontally. Additionally hard armor pocket lids will have 2 Inch Velcro loop material along the length of the lidâs outside surface to accommodate combat identification markings

- Adjustment options: This section identifies design features that will make the armor more comfortable for the wearer. The vestâs requires adjustable shoulders. Torso adjustments will be made with a combination of overlapping cumberbund Velcro, with cummerbund cover flap. Adjustment for the chest, waist, and shoulders with the minimum relief under arms, neck, and shoulder necessary to prevent chafing of the wearer will be provided
- Riding up: Be designed in such a manner as to prevent the armor from âriding upâ on the wearer during normal duty activities
- Quality: Each unit of armor shall be new, unused, constructed of the highest quality materials, and shall be free from any defects affecting durability, serviceability, appearance, or the safety of the user. Workmanship and construction details, cutting, stitching, and finishing shall be in all cases in accordance with first-class commercial textile standard practices for the intended purpose
The following has been added to the requirement. Please include in your quote: âCarrier will include throat protector (for front of throat) with sewn-in or otherwise installed Ballistic Protection Level IIIA soft armor.â

Carriers will be evaluated for quality, durability, adjustment capability, fit and functionality
