Procurement will be issued on an unrestricted basis and will be evaluated under Best Value Procedures with the following evaluation factors: Product Demonstration Model (PDM), Experience/Past Performance, Management & Production Plan, Bill & Hold, Surge & Sustainment, Socio-Economic and Javits Wagner O’Day. The government will initially award multiple contracts. From those contracts, a minimum quantity will be purchased and for use by Marines in typical USMC operational environments (a “Field User Evaluation” or “FUE”, RFP Section C). The FUE will be disciplined and will be used to identify those contractors/products that best satisfy actual USMC needs.
