This Request for Information is for market research purposes only. Responses to this RFI are not considered offers and cannot be accepted by the Government to form a binding contract. Respondents shall not submit any proprietary information when responding to this RFI. Respondents shall also note that the Government will not return any information submitted in response to this RFI. The Government is not responsible for any costs incurred by respondents regarding any responses to this RFI. Respondents must submit capability statements that clearly define the firm's ability to provide the items stated in this RFI. This requirement is for 400 Colonial White Wigs to be delivered to Fort Myer, Virginia. The following specifications are listed below:
Basic Material: Shall be of the finest fiber quality synthetic hair available. The material shall be able to withstand washing, drying, setting and styling into various styles without the hair coming out of the wig cap or hair strands breaking. Texture of hair must be such that the wig can be curled and shaped without the use of lacquers on any part of the wig.
Lining: Shall be of good quality fishnet mesh with sufficient strength to maintain its shape and bode. The lining shall not through the hair. The hair shall be double tied to the lining.
Style of Wig: Shall be head with skull cap capable of fitting hat size 7-7/8 with means to be tightened to fit smaller heads. The wig shall be full bodied with hair rows woven tight enough to keep lining from showing through. The wig length shall measure 18 inches uniformly around the skull cap with rows of hair spaced 1/4 inch apart; i.e. first row 18 inches, second row 17 inches, etc. Hence, there will be little to no layered appearance to the hair. The user shall be able to separate hair from the remainder of the wig with ease so that a set of two curls can be rolled on each side measuring inch diameter and 2 inches wide
Color: Shall be power white with a light sheen. Snow white, silver and shiny colors are not acceptable.

It is a market research tool (FAR Part 10) being used to determine potential business firms capable of providing the supply and/or services described herein prior to determining the method of acquisition and issuance of a Request for Quote. The NAICS contemplated for this requirement is 339999 with a size standard of 500 employees.
