NAVSUP Fleet Logistic Center San Diego intends to issue a sole source purchase order in accordance with FAR Part 12 and Part 13 to Allen-Vanguard Inc., 103 Tulloch Drive, Ogdensburg, NY 13669. The proposed contract action is for EOD9 bomb suits, helmets, and visors for Explosive Ordnance Disposal Expeditionary Support Unit One (EOD ESU-1). COMNECC Instruction 4423.2 dictates that only items in the EOD ESU-1 Table of Allowances (TOA) are authorized for procurement and the components of each suit are designed to be interchangeable and to fit with the existing items. The J04 EOD TOA currently lists the EOD9 bomb suit and its components as the only authorized bomb suit for Navy EOD forces. Thus the purchase of these suits is only possible through Allen-Vanguard as the gear is proprietary and only available through this manufacturer. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available.
