The U.S. Secret Service (USSS) has a requirement for lapel emblems (lapel pins) in accordance with the following specifications. This is a Presolicitation notice. The NAICS code is 339911 Jewelry (Except Costume) Manufacturing, and the small business size standard is 500 employees. This procurement is 100% set aside for a small business. Overview: **Lapel emblems are to be made to USSS specifications and a custom design. **One or more USSS Representatives will be on-site throughout the stamping, trimming and numbering phase of the manufacturing process to insure strict accountability for all lapel emblems. **Prior to award of the contract, USSS Representatives will perform an on-site survey of the facilities for compliance. Facilities requirements include: a restricted area where elements of the manufacturing process are to take place; a combination style safe or vault to secure the lapel emblems from loss or theft during non-working hours; all offeror personnel who are directly involved in production of the lapel emblems as well as the management team to pass a USSS police name check; additional physical security measures to safeguard the lapel emblems from loss or theft. **The successful offeror will be required to submit color samples of the lapel emblems for approval prior to mass production. **USSS will provide artwork and color specifications in the Solicitation Package. **All Contract Line Items are to be delivered to USSS by August 1, 2007. **All Contract Line Items are to be made in the USA per the Buy American Act. **Proposal deadline is Tuesday, February 13, 2007 by 5 PM EST, hand delivered or as received by USSS via postal mail (FedEx, USPS, UPS, etc.). Submission Requirements: --Offeror must return all materials provided by USSS (the artwork and the pin color combination sheets), whether or not offeror is submitting a proposal. --Offeror shall submit a proposal to include: A list of their employees who will work on this project, providing for each employee: full name, date of birth and Social Security Number; A full explanation as to how their company meets the security requirements; and Two references for similar type work, preferably from a government entity, within the last two years. Contract Items: Permanent Lapel Emblems: one design of 32,5000, second design of 32,500, design of 4,000, design of 6,000. Total quantity of 75,000 pieces. Temporary Lapel Emblems, lithographic, 3,000,000 pieces. Requests for the Solicitation Package must be received via email only. FAX OR POSTAL MAILED REQUESTS WILL NOT BE HONORED. All requests for the Solicitation Package shall be submitted to [email protected]. Please reference Lapel Emblems. Each request *must* be received before 5 PM EST Tuesday January 16, 2007 and contain: (1) point of contract for the offeror, (2) DUNS or company name, address and business size for the offeror, (3) statement that all USSS provided materials will be returned regardless of submission of a proposal, and (4) full mailing address to send the Solicitation Package. Each Solicitation Package will be mailed no later than January 22, 2007 and the deadline for returning proposals is February 13, 2007.
