This is a pre-solicitation notice for the Mess Dress and Officer’s Uniforms at the United States Air Force Academy in Colorado Springs, CO. USAF Officer Uniforms consisting of semi-made to measure men's coats and trousers; and women's coats, and slacks. Garments shall be manufactured from 55/45-polyester/wool serge materials, USAF shade 1620. The estimated quantities are 735 each Men’s Officer’s Jacket, 155 Each Women’s Officer’s Uniform, 1470 pair of Men’s Officer’s trousers, and 310 each Women’s Officer’s Uniform and there are no fill-ins. The Mess Dress shall be manufactured in USAF blue shade 1583. The estimated quantities are 775 Men’s Mess Dress Jackets (50 Each fill-ins), 175 Women’s Mess Dress Jackets (15 Each fill-ins), 775 pair of Men’s Mess Dress trousers (50 pair fill-ins), 175 each Women’s Mess Dress skirts (15 each fill-ins). The contractor shall furnish all material for both uniforms. Each uniform shall be manufactured in accordance with Human Systems Center (HSC) Program Office Clothing Branch Purchase Descriptions and USAFA Letters of Exception. The resultant contractor must be certified for each applicable garment, at the time of proposal submittal, by the Department of the Air Force, Human Systems Center, Air Force Clothing Division, 2255 Monahan Way, Attn: HSC/YAG, Wright-Patterson AFB OH 45433-7009. Interested contractors not certified may obtain information on certification from Ms. Gina Rice (937) 255-6073. Only proposals with current certification numbers for each garment will be accepted. This acquisition will be an indefinite delivery requirement’s type contract. The proposed requirement will be a base year with 4 options, indefinitely quantity requirement’s type contract. Addendum to FAR 52.212-1(h) is amended the government will award a contract on an “all or none basis”; multiply awards shall not be contemplated. . A clause contained in this synopsis is Defense Federal Acquisition Regulations (DFARS) 252.225-7012, Preference for Certain Domestic Commodities also referred to as the Berry Amendment. The Berry Amendment applies only to DoD and has been included in the DoD Appropriations Act since 1941. The Act restricts DoD expenditure of funds for supplies consisting in whole or in part of certain article and item not grown or produced in the United States or it’s possessions. Delivery is FOB Destination to USAF Academy, CO 80840 Contractor shall provide a minimum of two qualified fitters, one of whom must be female, and one additional employee for the purposes of data entry for the initial measurement event for sizing and fitting the cadet The contractor shall provide a minimum of one person for the final fitting. Request for Proposal (RFP) will be available on or about 19 June 2006. The RFP closing will be on or about 30 June 2006. The RFQ will be made available electronically on FedBizOpps. No fax proposals will be accepted. The North American Industry Classification System Code is 315211 and the small business size standard is 500 employees. The solicitation is unrestricted.
