The delivery date of the base year is 15 March 2008. FOB Destination. Request for quote will be available on or about 1 February 2008. The RFQ closing will be on or about 8 February 2008. The RFQ will be made available electronically on FedBizOpps. The North American Industry Classification System Code is 332999 and the small business size standard is 500 employees. This acquisition is set aside for small businesses. All manufacturers must be certified by the Institute of Heraldry. The evaluation criteria is based on the following: 1. Evaluation of all proposals who meet the salient characteristics on a pass or fail basis. 2. Evaluation of price reasonableness of all proposals who meet the salient characteristics, then rank by total evaluated price.
