NA The US Army Soldier Systems Center and the Marine Corps Systems Command anticipate the release of a small business set aside procurement for the All-Purpose Environmental Clothing System (APECS) parka and trousers. The parka and trousers are fabricated fr om a Woodland MARPAT printed camouflage, waterproof, breathable moisture vapor permeable three layer laminate. The parka has the following features: a collar with an internal draw cord at the upper edge and a rolled/stowed hood; water resistant slide fast ener closures at the center front, underarm and upper chest pockets; reinforced elbows, two lower outer pockets with flaps and concealed hand warmer pockets; adjustable wrist tabs, a front insignia tab, and waist and hem draw cord adjustments. The parka i s also designed to accommodate an optional detachable hood/fur ruff for use in extreme cold weather. The trousers have the following features: an elastic draw cord at the waist, a front slide fastener fly opening, ankle openings with a slide fastener clo sure and lower leg adjustment tabs, two front pass-thru openings with flaps, two leg cargo pockets with an elasticized opening and flaps, and reinforcement patches at the seat and knees. The Government anticipates that this requirement will be a 100% Small Business set-aside. A final FedBiz Opps Announcement and solicitation will be released on or about November 21, 2003, with proposals due on or about January 8, 2004. The applicable North American Industry Classification System (NAICS) Code is 315999; the small business size standard is 500 employees. Firms shall not be reimbursed for any costs associated with proposals. The Government envisions that a single Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract will be awarded as a result of the Request for Proposals (RFP), however, the Government reserves the right to award multiple contracts. The Government anticipates a one (1) - four (4) year Ordering Period. The anticipated minimum APECS requirement for the duration of the co ntract is 8,000 sets, and the anticipated maximum for the duration of the contract is 100,000 sets. Draft Performance Specifications (Parka, Trousers and Fabric) will be posted to the US Army RMAC-Natick Website at https://www3.natick.army.mil (Go to Busin ess Opportunities, then to Upcoming Acquisitions, then to solicitation W911QY -04-R-APECS), on or about November 5, 2003, additionally, the Government anticipates posting additional DRAFT documents prior to release of the Request For Proposal (RFP). When released, the solicitation, including all amendments, and applicable documents (with the exception of patterns, if applicable) will only be available in electronic medium at the above referenced web page.
