The 848 SCMG/PKAC intends to award a fixed-price contract to Northrop Grumman Technical Services to provide the 848th and 948th Supply Chain Management Groups (SCMGs) with technical and logistics services in support of various Supply Chain Management (SCM) processes. The technical and logistics services will provide software sustainment support for multiple web applications and business process automation tools in support of supply chain execution as well as logistics expertise in support of various SCMG functions. The highest priority of this contract is the development and delivery of Continuity Plans, Training Guides, and procedures/process guides necessary for organic and/or another Contractor continuance of SCM processes. The second priority is the institutionalization of software automation previously developed and used by Northrop Grumman. Period of Performance is six months.
Northrop Grumman has been performing these SCM services is the only source with the knowledge required to develop the Continuity Plans, Training Guides, and procedures/process guides necessary for a transition of these SCM services to organic and/or another contractor and to institutionalize the software automation previously developed and used by Northrop Grumman.
The contract will be issued on a Sole Source basis in accordance with Title 10 U.S.C. 2304(c) (1), as cited in Federal Acquisition Regulation (FAR) 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."
This notice of intent is not a request for competitive proposals. However, any firm that believes it can provide the Continuity Plans, Training Guides, and procedures/process guides necessary for the transition of  Northrop Grumman's SCM services to organic and/or another contractor and institutionalize the software automation previously developed and used by Northrop Grumman, may identify their interest and capability to respond to the requirement to 848 SCMG/PKAC.
