SOURCES SOUGHT NOTICE:  87’ WPB Marine Diesel Engine MTU 8V396 System Parts:   70Z08021Q12001B00

This is a MARKET SURVEY / SOURCES SOUGHT NOTICE, pursuant to FAR Part 10 (Market Research), FAR Part 6.302-1 and HSAM 3006.302-1.  This is not a pre-solicitation notice or solicitation for proposals/quotations.

REQUIREMENT:  The U.S. Coast Guard (USCG), Surface Forces Logistics Center (SFLC) has a requirement for the purchase of Original Equipment Manufacturer (OEM) Motoren-und Turbinen-Union (MTU) 8V396 engine systems parts.  The following is a listing of the MTU, OEM parts to be purchased.  All parts provided are to be service-ready, which means some parts have to be assembled, pressure cleaned, primed and painted and supplied in new wooden crates.  The first two parts listed below are examples of parts that require the above services to be service-ready.

This Sources Sought is being issued to obtain information on what items/services are available in the market.  The U.S. Coast Guard will enter into a contract with only one vendor; therefore, providing information on one item will not be acceptable for consideration for future purchases.  The Government will allow competitive offers to be submitted; however, all offers must be based on providing genuine OEM parts and having access to proprietary OEM data.  Remanufactured or aftermarket parts are not acceptable.  The Government DOES NOT possess the necessary drawings, technical specifications, etc., to supply with this requirement.  This information is proprietary to the OEM.  For these reasons, only components produced by the OEM, whether new or reconditioned, will be accepted.  At the present time, this acquisition is expected to be restricted to a limited number of sources (specifically OEM distributors); and the anticipated NAICS Code is 333318, Other Commercial and Service Industry Machinery Manufacturing.

Period of Performance:  It is anticipated that one firm, fixed-price, onetime buy contract will be awarded for this requirement.

Please submit the following information by June 15, 2021, 8:00 a.m. Eastern Standard Time (EST):  your companies prior experience supplying approximately 18,000 OEM, service-ready parts for the MTU 8V396 engine. Your intention to submit a proposal for the upcoming solicitation as a prime contractor, to include:  Name of Company, Address, DUNS Number, Point of Contact and Contact’s Phone Number, Business Size for the applicable NAICS Code and, if applicable, your Small Business Status.  If your company is a small business, a statement that your company has the ability to complete at least 50% of the work required with your own staff (see estimated quantities required above) without using subcontractors.  The solicitation for this procurement will be posted at www.fbo.gov.
