THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. The Mission and Installation Contracting Command (MICC) Fort Benning, Georgia is issuing a sources sought to determine the availability of potential businesses. This is not a request for proposals or quotes. The information gathered will be used to make an informed business decision on how to procure this requirement. The Government is seeking businesses capable of providing caprines to Fort Benning, Fort Stewart, and Hunter Army Airfield, GA.

PURPOSE: The purpose of this Sources Sought is to seek capability statements from interested business firms. The Government will not award a contract based on this Sources Sought Notice, information received, nor reimburse participants for information they provide. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. The North American Industry Classification System (NAICS) code is 112420- Goat Farming with a size standard of $75M. The Government is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis. Your responses to this sources sought will be treated as information only. The results of the market research will be used to determine the best overall acquisition strategy.

This is a request for business firms interested in serving as prime contractors to submit a brief capability statement demonstrating how they could meet the requirements below:

DESCRIPTION OF REQUIREMENT: The Contractor, shall provide and deliver to Fort Benning, Georgia, Hunter Army Air Field, Georgia and/or stated DOD facility, a caprine meeting or exceeding the following specifications in accordance with Federal, and state of origin regulations governing the health requirements for the transport and admission of animals both intra and interstate.

1. Vendors must reference all items in order for the capability statement to be considered.

2. RESPONSES ARE DUE BY 9 October 2015, 13:00 P.M. Eastern Standard Time (EST).


SPECIFICATIONS:

Must be male (castrated or intact) or female (nonpregnant)

Must be a minimum of fifty (50) lbs.

Animals must be free of external parasites.

Animals must be healthy and free of obvious signs of disease or major injury.

Animals shall be healthy, free of zoonotic diseases and show no evidence of respiratory, gastrointestinal, cutaneous, musculoskeletal, nervous, metabolic, ophthalmic, or other diseases.

Animals cannot eat (grain/hay/grass) within 12 hours prior to pick up; water must be available.

Vendor shall have animals available for initial inspection by the Command Veterinarian a minimum of 14 days before delivery or pickup. The Command Veterinarian will clearly mark inspected animals prior to pick up.

The Command Veterinarian will not accept overly aggressive animals.

U.S. Department of Agriculture (USDA) approved vendors with a Class B license, in addition vendor must be available for inspections of facilities and animals.

Supplier will be required to supply a yearly requirement of at least 150 caprines but no more than 450.

The entire quantity stated for delivery on any specific day shall be delivered at one time, e.g. no split shipments will be accepted

The Contractor shall coordinate with the receiving facility at least 48 hours or two business days prior to delivery for the exact time of delivery based on the availability of veterinary personnel.

Contractor must supply requirement within 14 business days of request.

Any response to this notice must show clear and convincing evidence, that competition would be advantageous to the Government.
All responses must provide the following:

1. Name of firm with address, phone, email and point of contact, CAGE Code and DUNS

2. The Government is seeking responses to this sources sought synopsis from all interested businesses capable of providing the requirement. Small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Historically Underutilized Business Zone, Service Disabled Veteran-Owned, Women-Owned Small Business, etc.), are highly encouraged to identify capabilities in meeting the requirements at fair market prices. Provide suggestions on how the requirement could be structured to facilitate competition by and among small business concerns. Describe any conditions, if any, which may limit small businesses from participation.
