The USDA, Agricultural Research Service (ARS), intends to negotiate solely with Morlunda Farms, Lewisburg, West Virginia, to furnish and deliver 60 or 120 lambs, FOB destination to the USDA, ARS, Appalachian Farming Systems Research Center in Beaver, Raleigh County, West Virginia. The lambs may be contracted in 60-lamb lots. The contract shall cover one base year and, pending availability of funds, four option years. By January of each option year, the vendor will be updated on the contract status and quantity of lambs needed. The weight of each lamb must be between 50 and 70 pounds. Weights must be within a 10-pound spread (i.e., if the average weight is 55 lb., then all lambs must weight between 50 and 60 pounds). It will be the seller’s responsibility to 1) furnish and deliver all animals (in accordance with the specification) to the research site; 2) provide vaccination, deworming and appropriate documentation upon delivery; 3) replace (within 7 days) or provide credit (within 30 days) for animals not meeting specifications upon delivery after COR’s request; 4) remove sick or dead animal(s) and provide restitution if it is determined that the lambs show signs of disease or illness within two weeks after delivery as a consequence of treatment prior to delivery; and 5) reimburse the Government for diagnostic fees required due to illness resulting from issues prior to delivery. Lambs should be of Poly Pay X Suffolk genetics and out of one flock. Genetics must be identified when bid is submitted. They are to be healthy, with no overt signs of disease, and free of injury, active lameness, respiratory disease or scars from injury or disease. Lambs must come from an environment similar to Beaver, West Virginia. They should be subjected to minimal stress due to shipping and must not be on truck/trailer longer than 8 hours from original place of origin. Lambs shall be no older than 5 months of age. All male/wethers are preferred. Will consider ewe and wether lamb combinations if approved prior to delivery and lambs meet weight range specification. Must be castrated, docked and fully healed upon receipt. Vaccinations: CD/T and CD booster. Lambs should be out of a flock with an active external and internal parasite control plan in effect. Lambs are to be dewormed prior to delivery Delivery shall be to the USDA, ARS, Appalachian Farming Systems Research Center’s research site in Beaver, West Virginia (near Beckley, WV). Delivery shall be the second full week of April from 8:00 a.m. to 3:00 p.m., Monday through Friday, excluding Federal holidays, during each performance period.
