The U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of U.S. Army Institute of Surgical Research (USAISR) Intends to issue a Firm fixed price purchase Blanket Purchase Agreement. This BPA will serve as the vehicle for all the subsequent purchase of rodents.

USAMRAA intends to award this contract on a sole source basis with Harlan Laboratories in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C.2304(C)(1). This announcement constitutes the only notice a written solicitation will not be issued. Interested persons may identify their interest and capability to respond to the requirement or submit quote. This Special Notice of intent is not a request for competitive quotes. However, the Government will consider all quotes received by the closing date specified in this notice.

A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement is in the best interest of the Government.
