This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is PR20040526 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The DHS-Customs and Border Protection requires the following items, Purchase Description Determined by Line Item, to the following:
LI 001, Exact match to specifications included in the statement of work attached on www.fedbid.com. In order to be considered, vendor shall document the following requirements: breed, age, weight according to section 3 in the statement of work. The government intends to issue multiple purchase orders under this solicitation in order to procure a total of 30 dogs, therefore vendors must document number of dogs being offered for evaluation. Vendors shall bid a MAXIMUM of ten (10) dogs, each being offered at the same price. UNIT PRICE SHALL INCLUDE SHIPPING COSTS. Vendors shall be prepared to ship dogs no later than Friday, November 14, 2008. (Note: Before bidding, please ensure understanding of the rigorous testing delineated in the statement of work that will be required for acceptance of the dogs.) Any of the following will result in medical failure: -Extra Vertebrae -Any signs of Arthritis or Degenerative Joint Disease -Lumbosacral instability and spondylosis. For this solicitation, DHS-Customs and Border Protection intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DHS-Customs and Border Protection is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. The selected Offeror must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.

CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award could be made to them. If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov.
Award will be made to the lowest price technically acceptable vendors. Technical acceptability shall be determined by vendor's submission of bid matching the specifications included in the statement of work and satisfactory past performance. Past performance shall be provided to
[email protected] and shall include a point of contact for federal/state/local law enforcement agencies for which the vendor has provided canines.
Vendors will be given the opportunity to fulfill the order* with multiple deliveries. As stated in the line item description, the vendor must be prepared to deliver the first shipment of canines no later than Friday, November 14, 2008 to be considered for this procurement.
*The quantity of any given order will equal the quantity bid by the vendor in response to this RFQ. For example, if Vendor A bids on 8 dogs, and they are lowest price technically acceptable, they will be issued an order for 8 dogs. Vendor A must deliver 8 dogs that pass the testing and medical requirements delineated in the statement of work in one or multiple deliveries, as needed to fulfill the total of 8 dogs.
Vendors shall replace any canines within 20 days of purchase order issuance if the canine is unable to pass the full physical examination as delineated in section 6.4 of the statement of work.
