Sources Sought only. This announcement constitutes a Sources Sought Synopsis (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this sources sought is to determine interest and capability of potential qualified/verified small businesses relative to the North American Industry Classification code (NAICS) 311812. The Small Business Size Standard for this NAICS code is 500 employees. To make an appropriate acquisition decision for this requirement, the Government will use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement will depend on the responses to this sources sought synopsis. This is a Sources Sought notice for commercial items in accordance with FAR Part 12 of the Federal Acquisition Regulations. VISN 4 has a requirement to provide bread and bakery products for the following VA Medical Centers (VAMCs): " Altoona, PA " Butler, PA " Clarksburg, WV " Coatesville, PA " Erie, PA " Lebanon, PA " Philadelphia, PA " Pittsburgh, PA " Wilkes Barre, PA " Wilmington, DE The base year of the contract period will start approximately October 1, 2016 and run through September 30, 2017, with two (2) one-year option years, all subject to the availability of funds. Products and quantities required will vary by VAMC. All quantities included in the solicitation will be estimates. Required products may include, but are not limited to, the following: " Bread, white, Pullman loaf " Bread, white, sandwich, individual wrap slices " Bread, white, Italian, seedless, 16 slices, loaf " Bread, raisin, 17 slices, loaf " Bread, rye, seedless, individual wrap slices " Bread, whole wheat, 100%, 16 slices, loaf " Bread, whole wheat, 100% individual wrap slices " Bread, whole wheat, Pullman loaf " Bread, white, thick sliced for Texas toast, loaf " Bread, pumpernickel, 16 slices, loaf " Rolls, hot dog, 12 ct. " Rolls, hamburger, 12 ct. " Rolls, dinner, individual wrap " Rolls, steak rolls for hoagies, seedless, 12 ct. " Rolls, Kaiser, 12 ct. " Rolls, English muffins, 12 ct. " Rolls, iced cinnamon, 12 ct. The electronic solicitation is anticipated to be available for download from the Federal Business Opportunities website in late Spring 2016. Quotations will be due to the Contracting Officer approximately four to six weeks after the issuance of the solicitation. Vendors may provide quotes for one or more of the VAMCs listed above. The VA reserves the right to make award to one or more vendors. Submission Requirements for responses to this sources sought synopsis: (1) Your intent to submit a quote for this project when it is formally advertised and a list of the VAMC(s) for which you anticipate providing a quote. (2) Name of firm with address, phone, and point of contact. (3) Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. This should include documentation of past relevant experience and technical competence with a similar requirement. (4) A copy of SAM.GOV active registration. The information must include the Data Universal Numbering System (DUNS) commercial and Government Entity (CAGE) and Small Business Administration Certification of Small Business Type (Reps/Certs). (5) A statement addressing your socioeconomic status such as Service-Disabled Veteran-Owned, Veteran-Owned, Woman-Owned, Hubzone, etc. If inadequate responses are received, this solicitation may be issued for full and open competition.
