Al Dhafra Air Base, U.A.E.SYNOPSIS: SOLICITATION SP0600-07-R-0125 Bulk fuel requirement is for JP-8 to Al Dhafra Air Base, U.A.E. (Al Dhafra), 40,000,000 USG for September 15 through December 31, 2007, 182,500,000 USG for January 1 through December 31, 2008, and 182,500,000 USG for January 1 through December 31, 2009, for delivery via tank truck into bladders. The delivery period is from September 15, 2007, through December 31, 2009, plus a 30-day carry-over period. Under the authority of FAR 6.302 this requirement has been identified for non-competitive contract action. DESC intends to enter into a contractual arrangement with Abu Dhabi National Oil Company for Distribution (ADNOC). ADNOC is currently the only company authorized to deliver to Al Dhafra Air Base. Other interested parties must supply evidence of their ability and authorization to deliver to the requiring location. Because of time constraints this documentation must be received within the 9-day period after the initial publishing of the original synopsis, or by August 24, 2007. This notice of intent is not a request for competitive proposals. However, all proposals received within nine (9) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement (Note #22).
