The US Army Corps of Engineers, Walla Walla District, intends to procure 500 Caspian Tern and 12 Snowy plover decoys on a single-source basis, in accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements, and under FAR Subpart 13.5 procedures. These decoys will be for use at Don Edwards San Francisco Bay National Wildlife Refuge (Don Edwards NWR) as part of implementing avian social attraction measures in conjunction with the Corps' overall avian management efforts.

a. Caspian tern decoy (per individual)
Body Material - Rotomolded polyethylene with hollow interior
Anchoring Method - Decoy base with one hole for plastic plug or wooden dowel
Size - Adult Caspian tern (approx. 20 inches from bill tip to tail)
Coloration - Adult breeding plumage
Body Position - Nesting Posture, as depicted in enclosed photos
Paint Type - Suitable for extended outdoor use
b. Snowy plover decoy (per pair)
Body Material - Rotomolded polyethylene with hollow interior or solid resin cast
Anchoring Method - Decoy base with one hole for plastic plug or wooden dowel
Size - Adult female and male Snowy plover (approx. 6 inches from bill tip to tail)
Coloration - Adult pair in respective male and female breeding plumage
Body Position - Nesting Posture, similar to enclosed photos of Caspian terns
Paint Type - Suitable for extended outdoor use
