NASA/GRC has a requirement for Item 1: 1 lot of 5 - 4H-SiC epi-wafers; Item 2: 1 lot of 3 - 6H-SiC epi-wafers and Item 3: 5 ea. 4H-SiC wafers. NASA/GRC intends to purchase the items from Cree, Inc., 4600 Silicon Drive Durham, NC 27703. The Sole Source is justified in order to obtain identical SiC epi-wafers needed to complete a series of experiments. The characteristics of epi-wafers differ greatly from one manufacturer to another. Highly critical parameters, such as the dopant profiles at the transitions from one layer to another, vary significantly among epi-wafers fabricated by different manufacturers to the same specifications. This variablility is caused by the differences in the proprietary reactor hardware and growth procedures that are used. The Government intends to acquire commercial items using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m., local time, on October 21, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
