This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.  The solicitation will be evaluated and awarded per the prescribed procedures of FAR Part 13.

The 934 Airlift Wing at the Minneapolis Air Reserve Station, Minneapolis, Minnesota intends to solicit for a Blanket Purchase Agreement (BPA) with multiple awards for Professional Development Course training.

The Combined Synopsis/Solicitation Number: FA6633-21-Q-0001

This is a Request for Quotation (RFQ) to establish a BPA for Professional Development Courses for the 934th Air Force Reserve based in Minneapolis, MN. 

This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2021-04, Defense Federal Acquisition Regulation Supplement Change Notice (DPN) 20210115, and Air Force Acquisition Circular (AFAC) 2019-1001.

All work is to be performed in accordance with the PWS (Performance Work Statement), BPA Terms and Conditions and wage determination. This requirement is a Total Small Business Set-Aside. The NAICS code for this requirement is 611430 with a small business size standard of $12.0 Million. Quotes will be evaluated in accordance with FAR Clause 52.212-2, Price, Technical Acceptability. Prospective vendors must be actively registered with the SAM.GOV system. The Offeror is responsible to download any amendments and other documents from this website without further notice from the 934th Airlift Wing.

The Offeror must be an authorized, qualified, and certified vendor.  Written quotes are required (oral offers will not be accepted) and contractor shall provide a course list complete with description of courses available to include course pricing and suggested course size. The Government reserves the right to make multiple agreements.

The Government may award one or more BPAs resulting from this solicitation to the responsible offeror(s) whose offer conforming to the solicitation, is the lowest evaluated price meeting or exceeding the acceptability standards for non-cost factors.

Contract Line items:

The contractor shall provide all necessary labor, personnel, supervision, management, tools, equipment, transportation, materials, and any other items or services necessary to provide professional development courses. 

Contractor shall provide a course list complete with description of courses available to include course pricing and suggested course size.

Salient Characteristics:   

Courses will cover the following subjects: leadership, followership, resiliency, diversity and inclusion (with a military or leadership focus) and change management. Courses must align with Air Force core values and when applicable, be tailored to the target audience following the Air Force rank structure. The class primary student body will be made up of military personnel. 

Contractor shall have the ability to teach both in-person and virtual (online, interactive) courses. The goal for each course should be 30-50 attendees, 2-6 hours in length.  Courses may be facilitated in phases (i.e. 2-3 day courses). Additional information can be found on the Performance Work Statement (PWS).

 Performance Period :

1 April 2021 – 31 March 2026
