Ashland Ky. Solicitation number is FN1179-04 and this solicitation is issued as
a Request For Proposal (RFP). Specifications, estimated quantity and unit of measure will be
Available in solicitation document. Delivery is 30 days for initial delivery order and 14 days
after receipt of each subsequent delivery order. The minimum delivery order quantity will
also be listed in the solicitation. This is a full and open competitive Request for Proposal.
Offerors are advised that the Government intends to evaluate offers and award on an all or

exact time and date specified will not be considered. The Government intends to award a
contract resulting from this solicitation to the responsible offeror whose offer represents the
best value to the government. The following factors shall be used to evaluate proposals: past
performance, quality, and price. A written notice of award or acceptance of an offer will be
mailed or otherwise furnished to the successful offeror within the time for acceptance
specified in the offer, shall result in a binding contract without further action by either party.

26, 2004. No copies of the solicitation will be mailed. All responsible offerors may submit
an offer which will be considered.
