NASA/LaRC plans to issue a Request for Quotation (RFQ) for Gamma Titanium Aluminide (TiAL) plate with proprietary Gamma-Met-PX composition. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Schwartzkopf Technology Corporation who is the only known source who can meet Agency requirements. Gamma-Met-PX is a proprietary composition of a gamma titanium aluminide (TiAL) alloy with significantly improved strength and ductility compared to other TiAL compositions. The performance of the alloy will be evaluated under conditions representative of launch vehicle hot structure service environments. This evaluation will aid in the design of highly-efficient hot structures. It would take substantial time and money for another company to generate the same specific composition with the improved properties of these plates and these costs are not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 27, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
