UNICOR intends to enter into a Five (5) year firm fixed price requirements type contract for Sheet Steel and Coil Steel for the Milan Furniture Factory. The solicitation number is FN1258-06 and this solicitation is issued as a Request for Proposal (RFP). The Sheet and Coil Steel will be purchased by various gauges, widths and lengths. The solicitation will identify the individual UNICOR ?SHS____? part numbers for the sheet steel and ?COS____? part numbers for the coils along with the estimated quantities. The unit of measure is ?EACH? for the Sheet Steel and ?Pound? for the coil steel. The initial delivery for sheet steel and coil is 30 days. All other orders will be delivered in 14 days for coil steel and 7 days for sheet steel after receipt of delivery order. Variation in quantity will be +/- 10%. All Sheet Steel and Coil Steel are to be in accordance with ASTM-A1008-03, cold rolled, commercial quality, class 1 (one) finish, ? standard on flatness, re-square tolerance +/- 1/32? on width and length, ? standard tolerance on diagonal, standard tolerance on thickness. The material is to be lightly oiled with water soluble oil. All material is to be wrapped (sheet steel only), banded and skidded. Bundles size (blanks) can range from 2000 to 5000 pounds and coils can not exceed 5000 pounds. Markings on the individual bundles must have the UNICOR stock number, gauge of material, and specific product sizes. The certificate of conformance shall be a condition of acceptance. The certificate of conformance must either accompany the order or can be faxed in before the delivery at (734) 439-8759. Prints will be available with the solicitation package. Offerors are advised that the Government intends to evaluate offers and award on an ?all or none basis?. Offerors shall submit signed and dated offers to UNICOR Federal Prison Industries, 4002 E. All offerors must complete the Business Management questionnaire in Section L of solicitation document with three references. References must be for same or similar items. The Government intends to award a contract resulting from this solicitation to the responsible party whose offer represents the best value to the government. The following factors shall be used to evaluate proposals: Past Performance, Specification, Delivery and Price. A written notice of award or acceptance of an offer will be mailed or otherwise furnished to the successful bidder within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
