This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The U.S. Army Contracting Command - New Jersey, Emerging Technologies (ACC-NJ-ET), Benet Laboratories, Watervliet Arsenal, NY, on behalf of the US Army Armaments, Research, Development & Engineering Command's (ARDEC) Benet Laboratories (BL) intends to award a sole source contract to RPR Systems, Inc. located at 7 Deer Hollow Court Bolton, Ontario in Canada. The NAICS Code for this acquisition is 541712 and the small business size standard is 500 Employees.
The Government plans to test and evaluate the application of dry, non-line of sight hard coating technologies to coat and refurbish 155mm Howitzer breech spindles in the context of an international collaboration. It also aims to conduct analytical tests to validate the new process and prototype for transition to production.
AUTHORITY: This acquisition is being conducted using other than full and open competition as authorized by FAR 6.302-1(a) (2) (ii), only one responsible source and no other supplies or services will satisfy agency requirements. Responsible offerors may submit a capability statement, or quotation, which shall be considered by the Government; but this notice of intent, is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The Government reserves the right to award without discussions. APPLICABILITY OF AUTHORITY: Request to award this requirement to RPR Systems, Inc. because they have a patented approach which is unique in the application of the coating on larger sizes and complex engineering shapes at a Technology Readiness Level (TRL) above Rating 7 which is a funding requirement; they are also a foreign entity which is also a funding requirement for this acquisition.
