This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The U.S. Army Contracting Command - New Jersey, Emerging Technologies (ACC-NJ-ET), Benet Laboratories, Watervliet Arsenal, NY, on behalf of the US Army Armaments, Research, Development & Engineering Command's (ARDEC) Benet Laboratories (BL) intends to award a sole source purchase order to Pyromeral Systems S.A. located at 13 rue d'Ognon, 60810 Barbery France. The NAICS Code for this acquisition is 332996 and the small business size standard is 500 Employees.

The government requires (4) Composite tubes. The Contractor shall fabricate two PyroKarb and two PyroSic composite tubes per Benet Laboratories' specifications, using contractor's proprietary process. The composite tubes must be able to withstand service temperature up to 1000 C. The contractor shall deliver one PyroKarb and one PyroSic composite tube with post-cured in nitrogen furnace and per Benet's specifications. The contractor shall deliver one PyroKarb and PyroSic composite tube without the post-cure in nitrogen furnace and per Benet's specifications.

AUTHORITY: This acquisition is being conducted using other than full and open competition as authorized by FAR 6.302-1(b) (1) (ii). Responsible offerors may submit a capability statement, or quotation, which shall be considered by the Government; but this notice of intent, is not a request for competitive quotes. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. No costs may be incurred for this effort unless specifically authorized by the Contracting Officer and this notice does not constitute such authorization. APPLICABILITY OF AUTHORITY: This effort is being done under Foreign Technology (and Science) Assessment Support (FTAS) funding. This requires that the funding go to a foreign source. Pyromeral Systems Inc. (herein referred as the Contractor) was the only foreign source identified in the market research to have a unique composite material that could meet our requirements in the Statement of Work (SOW). The requirement includes a composite material that is capable of retaining its mechanical properties at high temperatures. The Contractor is the sole owner of the proprietary material called PyroKarb and PyroSiC composites.

The purchase order will incorporate one or more clauses by reference, with the same force and effect as if they were given in full text.
