The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center, Oklahoma City, Oklahoma, has a requirement for 6 each network analyzers, NSN 6625-01-485-8276-1, (Agilent) model 8712ESOPT1 (p/n 8712ES with options 101, 100 and UK6). The FAA intends to solicit and negotiate only with Agilent Technologies, Inc. (Agilent), Englewood, CO, the only known source. This is done in accordance with AMS Policy 3.2.2.4. This requirement is in support of the FAA ASR-11, the agency’s newest radar and will replace the obsolete ASR-7 and ASR-8 radar systems used at level 2 and 3 airports. The 8712ESOPT1 is required for fault isolation, maintenance and certification of the ASR-11 radar system. All branches of the military will also use the ASR-11 radar. The 8712ESOPT1 is a commercial off the shelf item and is proprietary to Agilent. A firm-fixed-price type contract will be used to accommodate this requirement. A market survey was conducted in April/May of 2001 and the results of this survey support our determination to solicit and negotiate with only one firm.
