National Cancer Institute (NCI), Center for Biomedical Informatics and Information Technology (CBIIT), plans to procure on a sole source basis with Apelon Systems Inc. 100 Danbury Road., Suite 201; Ridgefield, CT 06877; for one (1) Metaphrase Software License agreement.
The North American Industry Classification System Code is 541511 and the business size standard is $23M. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106.
The NCI CBIIT is charged with providing the NCI with controlled scientific and clinical vocabulary. The NCI is active in the area of vocabulary development and building infrastructure to make vocabulary available to the NCI and its information systems. The NCI Enterprise Vocabulary System is a set of services and resources that address NCIs needs for controlled vocabulary. In addition, this software provides access to many standard terminologies such as MeSH, ICD, SNOMED, and MedDRA, in a concept based environment that integrates the content of these terminologies and provides mapping from a term in one source that means the same as a (same or different) term in another source that means the same thing.
The NCI Thesaurus, MedDRA, SNOMED/CT and other terminologies must be available on EVS servers in two forms: as a stand-alone vocabulary and in the NCI Metathesaurus. Apelon Metaphrase is needed to make the NCI Metathesaurus available to NCI data systems. This license gives NCI rights to publish the NCI Metathesaurus data through the Metaphrase API for 1 production and 1 backup production server, and several other non production tiers (Dev, QA and Staging). NCI retains rights to NCI data, although anybody (including Apelon) can download the published NCI files in a standard RRF format.
Apelon Systems, Inc. is the only manufacturer of this license. The NCI servers have been running this software since the 1990s. There is no known software that is compatible. In addition to a number freestanding application and users that use NCI Metaphrase and the Metaphrase browser directly, the whole caBIG infrastructure is dependent on Metaphrase services for annotating the common data elements with terminology. It is critical to the NCI mission that this software is purchased from Apelon Systems, Inc.
Period of Performance: Twelve (12) months upon date of award.
This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
