The prospectus outlines the services a concessionaire is required to provide for a ten-year term and the pertinent business plan information needed along with supporting documents for submitting a proposal to Reclamation by April 23, 2003. A bid prospectus was previously offered in 2002, but was withdrawn to address public concerns. Following withdrawal of the prospectus, Reclamation conducted open houses in Fort Benton, Great Falls, Shelby, Chester, and Havre. Comments received during those meetings were used in revising the prospectus. Mark Snoozy, Public Information Officer for Reclamation's Montana Area Office said, "Reclamation recognizes the recreational value of Lake Elwell and we appreciate the public's interest and willingness to actively participate with us to help make this a successful recreational site."
