The National Oceanic and Atmospheric Administration (NOAA), National Weather Service has a requirement for 50 bird perches that will eliminate birds from perching on ASOS Ice Free Wind Sensors. Birds perching on these instruments interfere with sensor measurement performance and create maintenance problems. Delivery of all 50 bird perches shall be made FOB Destination to the attention of Michael Sturgeon at NOAA, Weather Forecast Office, 44087 Weather Service Road, Sterling, VA 20166-9603 within 60 days after purchase order award. This notice is being posted to satisfy the requirements of Federal Acquisition Regulation (FAR) 5.101(a)(2). Simplified acquisition procedures will be used in awarding a purchase order for the 50 bird perches. This notice serves as Request for Quotation DG133W-07-RQ-0585. Quotes are due not later than 2:00 PM Eastern Daylight Time on August 3, 2007. Quotes shall be faxed to the attention of LaMar Carlson at Fax No. (301) 713-1024. The anticipated award date is August 10, 2007. FAR Clause 52.213-4 will be part of the awarded purchase order. NOAA expects that only Vaisala Inc., the manufacturer of the ASOS Ice Free Wind Sensor, has the necessary knowledge and familiarity with the design of the ASOS Ice Free Wind Sensor to build a suitable bird perch for this application; accordingly, NOAA intends to negotiate this procurement on a sole source basis with Vaisala Inc. However, all responsible sources may submit a quotation in response to this notice. Quotations should include the proposed price along with technical literature documenting how the proposed bird perch will satisfactorily eliminate birds from perching on ASOS Ice Free Wind Sensors. All timely quotations received by NOAA will be considered. Award will be made to the lowest priced technically acceptable quote from a responsible quoter.
