NOTICE OF INTENT TO AWARD - SOLE SOURCE PROCUREMENT
Program Description: The Veteran's Health Administration (VHA) has a requirement to purchase Basic Life Support (BLS) and Advanced Cardiac Life Support (ACLS) Licenses in support of the Simulation Learning, Education and Research Network (SimLEARN) and Resuscitation Education Initiative (REdI) Program. The REdI program has an ongoing requirement to provide initial and refresher emergency Cardiopulmonary Resuscitation (CPR) training across the VHA Provider system. The HealthStream Sim Manager Express provides User Access to the HealthStream LMS, which in turn manages the licenses for AHA courseware, AHA Voice Assisted Manikin (VAM) training and certification records, and User Access to AHA courseware to enhance Provider skills. The anticipated requirement North American Industry Classification System (NAICS) Code is 511199 - All Other Publishers. It is anticipated that the contract type will be a single award Firm Fixed Price (FFP) contract.
This requirement is to purchase the following items:
1. HC BLS Cognitive system version: Part #90-1413, Quantity 25,000
2. HC ACLS Cognitive system version, Part Number 90-1410 Quantity 7,500
Acquisition Approach: The contract will be issued on a Sole Source basis in accordance with Title 10 U.S.C. 2304(c)(1), as cited in Federal Regulation Acquisition (FAR) 6.302-1, quote mark Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, quote mark due to the required capabilities listed above. The Government intends to award a contract to Healthstream Inc., 209 10th Ave Ste 450 Nashville, TN, 37203-0788.
