The U.S. ARMY TACOM PICATINNY has an effort is to have a contractor oversee the trial VAAR production runs to be conducted with the manufacturer and to properly identify all performance related properties of VAAR to ensure its properties and performance are the same as when VAAR was previously made by the original producer. The contractor shall have knowledge of the VAAR process and the Fourier Transformed Spectroscopy (FTIR) to determine the hydroxyl content of the material. The contractor shall have a base-line characterization on the VAAR material previously made. For this contract, the contractor will be contracted to assist the U.S. ARMY in overseeing the production runs at the manufacturer and verify the product using the base-line characterization previously set up. The period of performance is to be 6 months after award date. The Government intends to solicit and negotiate a Firm Fixed Price Contract on a sole source basis to the New Jersey Institute of Technology (The Polymer Processing Institute(PPI)) (Newark, NJ).
