Army Contracting Command-Warren plans to issue a sole source solicitation pursuant to FAR 6.302-1, to BAE Systems Land & Armaments, L.P. (BAE Systems) for the Conversion of Bradley M3A3 Cavalry Fighting Vehicle (CFV) into the Bradley M2A3 Infantry Fighting Vehicle (IFV) for a total quantity of up to 150 vehicle conversions. It is the Government's intent to award the initial base quantity of 70 vehicle conversions as a Firm Fixed Price (FFP) letter contract with BAE Systems (cage # 06085). It is also the Government's intent to separately issue a sole source solicitation for the additional option quantities of 80 conversion vehicles. The letter contract would allow for a quantity of 70 conversion vehicles with the remaining 80 conversion vehicles separately solicited and negotiated into the definitized contract. The purpose of this acquisition is for the repair and conversion of Bradley vehicles from the M3A3 to the M2A3 configuration. These converted vehicles will support the digitization of the Combat Engineer vehicles as directed in the recent Army Force Structure redesign and the removal of the analog Operation Desert Storm (ODS) configuration engineer vehicles from Bradley A3 units. The conversion of the vehicles from the M3A3 to M2A3 configuration will also modify the interior stowage capabilities, periscope locations, and ramp configuration, and increase the number of squad seats. This effort is synopsized to notify of potential subcontracting opportunities as required by FAR 5.201(c).
