REQUEST FOR EXPRESSIONS OF INTEREST (EOI) FOR DISPOSITION OF NICKEL – PORTSMOUTH/PADUCAH PROJECT OFFICE AND OAK RIDGE OFFICE The U.S. Department of Energy (DOE) is seeking Expressions of Interest (EOI) from industry related to the DOE’s evaluation of alternatives to disposition approximately 15,300 tons of nickel scrap recovered from uranium enrichment process equipment. The nickel must be transported, processed, and/or reused/recycled into products suitable for use in support of controlled government and/or commercial radiological applications. This material is NOT intended for unrestricted release for recycling into commerce. A portion of the nickel also must be declassified. DOE intends to evaluate a number of alternatives for the disposition of this nickel; therefore, this request for EOIs does not commit DOE to issue a future solicitation, to award a contract, or to pay any costs incurred in the development and submission of any response. Submission of a response to this request is not a pre-requisite for an interested party to participate in a follow-on solicitation should DOE, in its sole discretion, elect to issue such solicitation. Any EOI submitted by industry should not anticipate DOE providing funds in support of the nickel dispositioning. Instead, it is anticipated that the cost of processing and dispositioning the nickel would be offset by the value of processed nickel obtained by a successful bidder in a follow-on solicitation should DOE, in its sole discretion, elect to issue such solicitation. The nickel scrap consists of approximately 9,700 tons of unclassified nickel ingots stored at the DOE site in Paducah, Kentucky, and 5,600 tons of classified shredded nickel scrap stored at the former DOE uranium enrichment facility in Oak Ridge, Tennessee. The Paducah nickel ingots and Oak Ridge shredded nickel are volumetrically contaminated with uranium and trace quantities of technetium, neptunium, and plutonium. Based on samples taken from several sets of the Paducah nickel ingots, selective radiological properties and metallurgical purity are presented in Attachment 1. A similar summary is not available for the Oak Ridge nickel. The end use of the nickel would be restricted for controlled reuse in government and/or commercial radiological applications. All of the shredded nickel scrap is classified as “confidential-restricted data.� Should DOE, in its sole discretion, elect to issue a solicitation, DOE intends to require qualified interested parties to demonstrate that they have or would be able to obtain all required authorizations, licenses, personnel, and equipment to accomplish the following: • Accept and declassify any classified nickel scrap at a DOE (Safeguard and Security)-approved facility, as applicable; and • Transport, store, and/or process radioactively-contaminated nickel at a radioactive materials licensed facility; and • Disposition the unclassified and decontaminated nickel scrap into products suitable for use only in controlled government and/or commercial radiological applications; and • Disposition all byproduct and residual waste. In response to any future solicitation, all qualified interested parties would be required to undergo a Foreign Ownership Control and Influence (FOCI) review in order to acquire the personnel clearances necessary to work with the classified nickel scrap. Custodial responsibility and title for the metal would pass to the selected bidder(s) in accordance with contractual requirements. DOE is interested in concepts that would benefit the local Paducah and Oak Ridge communities, in support of efforts to diversify the local economies at DOE sites. In the event DOE issues a solicitation, DOE reserves the right to issue joint, separate, or hybrid solicitation(s) for any or all of the metal, including the separation of classified and unclassified materials. DOE reserves the right to use any and all information submitted by, or obtained from, an interested party in any manner DOE determines is appropriate, including, but not limited to, the creation of a competitive solicitation. An interested party should avoid including any classified, business confidential, and/or proprietary information in its EOI. However, if an interested party must submit such information, the information must be clearly marked accordingly, and the interested party must provide sufficient justification as to why such information is business confidential and/or proprietary. DOE will review said information and safeguard it appropriately.
