In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS), Section 3.2.2.4, the purpose of this announcement is to inform industry of the basis for the FAA's decision to contract with a selected source via single source procedures. The FAA intends to enter into a single source Purchase Order with Nichols, James L., of Vienna, VA. The FAA has a need to establish a contract vehicle to provide Instructional services for Effective Impaired Driving, Occupant Protection, and NHTSA Data Analysis and Evaluation programs in accordance with the below statement of work and schedule of courses. Proposed Courses/Schedule: Occupant Protection Revision: December 7-9, 2009 Data Analysis and Evaluation Course: January 12-14, 2010 / February 2-3, 2010 / July 7-9, 2010 / One-TBD Occupant Protection Course: February 9-11, 2010 / September 21-23, 2010 Impaired Driving Course: May 4-8, 2010 / June 15-18, 2010 / One-TBD The requirements for this procurement action mandate the instructor have substantial experience in NHTSA specifically related to progress in highway safety. This experience must include government Traffic Safety programs, NHTSA Plans and Policy, Alcohol and State Programs, Occupant Protection Research Programs, Alcohol Safety Programs, and Disease Control Programs. All interested parties capable and available to provide the courses in accordance with attached statement of work are encouraged to contact the Contract Specialist cited below. The FAA does not intend to issue a request for quote. This single source Purchase Order will begin November 2009 and the period of performance is anticipated to be 11/15/2009-11/14/2010. Total estimated dollar value is $24,000.00 billed on an hourly service rate.
