Special Instructions for new FAR requirement: The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council has amend the Federal Acquisition Regulation (FAR) to require contractor registration in the Central Contractor Registration (CCR) database prior to award of any contract, basic agreement, basic ordering agreement, or blanket purchase agreement. In addition, the rule requires contracting officers to modify existing contracts whose period of performance extends beyond September 30, 2003, to require contractors to register in the CCR database by September 30, 2003. The rule also revises the source list of supplies at FAR 13.102 to reflect statutory changes in 15 U.S.C. 644(g). The registration can be completed at www.ccr.gov. STATEMENT/DESCRIPTION OF WORK 1. The contractor shall furnish all necessary labor, materials, supplies, equipment and supervision to provide interior plant maintenance as described herein for the Frank Carlson Federal Building, U.S. Courthouse, 444 S.E. Quincy, Topeka, Kansas. 2. It will be the responsibility of the Bidder/Offeror to inspect the site, determine the quantity of service involved, compare the specifications with the work to be done and inform themselves as to all working conditions. Failure to do so will in no way relieve the successful Bidder/Offeror from the necessity of furnishing any materials or performance of work that may be required to carry out the contract with the true intent and meaning of the specifications without additional cost to the government. All work under this contract will be performed Monday through Friday, excluding Government holidays, 8:00 AM – 4:30 PM. If the contractor desires to work other than during the normal working hours, it may be arranged with the GSA property manager. 4. Within 7 days of award of contract the contractor shall submit a written Quality Control plan, stating how they intend to manage the contract to ensure all work is performed on time and properly. 5. All contractor employees working onsite are required to pass a government background check. The contractor shall submit to this office the following for each employee working at the subject location: A. Two Fingerprinting Charts (GSA Form FD-258) B. One Statement of Personal History (GSA Form 176) Necessary forms will be furnished by the Government. Once cleared, the clearance shall be good for 5 years unless otherwise revoked by the Government. The clearance process is normally completed within 5 days of receipt of the forms from the contractor. 6. Work shall include, but not be limited to: A: Trimming, pruning, cleaning, polishing of foliage as necessary. B: Watering, fertilizing, insect and plant disease control. C: Planting media shall be kept loose and cultivated to promote proper plant growth. D: Remove debris and cuttings from the building and its grounds. E: Inspection by management with a written report with reference to conditions and actions required to maintain the interior plants. F: Contractor shall replace dead or dying plants as well as those plants that do not present a neat, healthy appearance at all times. G: Contractor shall supply an OSHA approved safety harness for employees working in the flowerbeds above the first floor. Contractor employees may use the lifeline installed on the upper floors to attach their harness. H: Appearance: Industry standards shall dictate the frequency of frequency of fertilization, watering and spraying for insect infestation. The intent of this requirement is that trees, plants and flowers shall reflect a healthy, professionally maintained appearance at all times. 6: Additional work and materials to be provided by the contractor are requirements for 181 flowering plants to be supplied and installed 4 times per year. See attached drawings for placement of the 181 flowers contractor shall supply and install. The flowers and approximate dates of supply and placement are as follows: A. Azaleas – 181 each florist quality – 6” pot in bud and bloom – March 15. B. Begonia – 181 each florist quality – 6”pot in bud and bloom, multicolor–May 15. C. Chrysanthemums – 181 each florist quality – 6” pot-yellow flowers – October 1. D. Poinsettias-181 each florist quality-6”pot with blooms. – December 7. Plants are to remain in place until the new flowering plants are to be installed or until they have lost their color and are unsightly. At this time they shall be removed and the planting media cultivated and left bare until the next flowering plants are installed.
