This acquisition is 100% set aside small business. The NAICS Code is 327991. Size standard is 500 employees. The National Cemetery Administration is soliciting offers under solicitation number VA-786-12-R-0174 for I1, Inscription of Marble Niche Covers, for the following cemetery: Bakersfield National Cemetery 30338 East Bear Mountain Blvd Arvin, CA 93203 The period of performance will be from October 1, 2012 through September 30, 2013. Awardee shall provide all labor and materials necessary to perform inscription services on government owned marble niche covers, off-site at the contractor's facility. This service includes all labor and materials necessary to provide and deliver, FOB Destination, inscriptions on Government Furnished blank marble niche covers. The contractor shall provide all labor, equipment, and materials necessary to pickup up government-furnished niche covers and deliver completed covers to the cemetery. The contractor shall use covers provided by the cemetery for the purpose of this contract. All potential offerors shall submit at their expense one (1) marble inscription sample by the closing date of this solicitation. The sample will be used to determine the potential awardees' ability to perform I1 inscriptions. Sample Requirements for I1 Inscriptions: One marble inscription sample on a 15-3/4 inches long by 11-1/4 inches wide by ¾-inch thick plaque to be inscribed and packaged to prevent any damage during shipping. The sample shall conform to government specifications for lettering, inscription depth and layout. The sample shall be clearly marked on the back with permanent ink to show the following: Contractor Name, E-mail address, Solicitation Number and Name of Cemetery. Additional instructions will be included in the RFP. Samples shall be received by Memorial Programs Service (MPS) prior to closing date and they will become the property of the Department of Veterans Affairs and will not be returned to vendors. Full size copies of drawings are available upon request at no additional charge to potential vendors. The request shall be e-mailed to the NCA Memorial Programs Service (MPS) Program Support Unit at [email protected] and shall include the contractor's name, mailing address, phone number, e-mail address and the name and drawing number of the drawing(s) requested. MPS recommends vendors use full size versions for determining work requirements. Once the request is received, the drawings will be mailed directly to the vendors Evaluation criteria for this award will be in the following order: 1) Price; 2) Technical Qualifications, and 3) Past Performance. Electronic solicitations will be available for download from http://www.fbo.gov on or about June 13, 2012. Proposals are due on or about 2:00 P.M. on June 27, 2012. Any amendments to the solicitation will also be available at www.fbo.gov. Offerors are advised they are responsible for obtaining any amendments.
