The Library of Congress intends to award on a sole source basis, a contract to the SmithGroup Inc., to complete certain areas and portions of the interior design that are currently not a part of their design contract at the National Audio Visual Conservation Center (NAVCC) in Culpeper Va. This action is being taken to maintain continuity and order, and to avoid the risk of significant design error that would likely occur if the designer of these interior design features were to be changed at this juncture. No other firm has the information, knowledge or project insight to accomplish this task at an acceptable level of performance toward timely completion. This requirement is being advertised for a short period of time, in order to allow this project to be completed in a timely manner. The response date for this requirement is March 10, 2004, at 4:00 p.m. The NAISC for this requirement is 541410 and the standard business size is $6.0 million.
