NASA/JSC has a requirement for a small business set-aside project entitled "Investigating Radiation Particle Interactions with Silicon using Computer Analytical Methods". This work will investigate the modeling of physical interactions of incident ionizing radiation particle transport through silicon-based semiconductor materials. Of top interest are proton interactions emphasizing the range and linear energy transfers (LETs) of secondaries as it relates to single event latchup/upset (SEL/SEC). These interactions will be compared to similar interactions using heavy-ion particles. These comparisons shall be accomplished by using current applicable software modeling codes, including the ones listed, GEANT4, MCNPX, IBM, JSC. NASA/JSC intends to contract with Foster Consulting Services, LLC, University Place, WA., based on the following circumstances. Contractor is a leading pioneer in the use of 200-mega-electron-volt protons for microelectronic parts testing in an ambient environment, and helped formulate JSC’s current radiation testing methodology for qualifying space flight electronics. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1:30 p.m. local time on February 8, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
