NASA/GSFC plans to issue a Request for Quotation (RFQ)5-19980-0000-GEV for six each, E002 FEMAP Pro-Standalone year mus and fifteen each, E004 FEMAP Pro-Network 1 year mus. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Unigraphics Solutions, Inc. at 411 Eagleview Blvd., Exton, PA 19341 only. A sole source procurement with Unigraphics Solutions, Inc. is required for maintenance, upgrades and support of our current software licenses of FEMAP Professional. FEMAP is a proprietary software package for finite element modeling and post-processing. Maintenance, upgrades and support of this software are critical to the mission of the Mechanical Systems Analysis and Simulation Branch. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 30, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
