This is a notice of intent to award a sole source contract to the Oyster Recovery Partnership/University of Maryland Center for Environmental Science (ORP/UMCES), 1805-A Virginia Street, Annapolis MD 21401. ORP/UMCES has been identified as the only source that can produce and plant, on a properly prepared site, 10 million disease- free spat-on-shell from either the CROSBreed strain, or another acceptable strain C. virginica oysters for use in the Chalk Point NRDA Restoration Project. The hatchery and grow-out phase requires water quality (salinity and temperature conditions) approximating that of the previously prepared planting site. The planting must take place after production and proper grow-out of spat-on-shell oysters and will commence no sooner than April 1, 2004 and be completed no later than July 31, 2004. This synopsis is not considered a Request for Proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government for future procurements. Any interested firm should submit in writing, its name, address, point of contact, telephone number, business size and a brief statement regarding its capability to provide the services. If no affirmative written response is received, the purchase order with 2-one-year options will be awarded based on this notice and is solely within the discretion of the Government.
