The Naval Research Laboratory (NRL) intends to negotiate on other than full and open competitive basis with General Sciences Inc., for spaceflight thermite chemical vapor release canisters. Specific requirements include design, fabrication, ground testing, spaceflight qualification, and sounding rocket flight support for the high metallic vapor fraction barium chemical release canisters. The chemical canisters must be spaceflight ready in time to support an early 2009 sounding rocket flight opportunity. General Sciences, Inc., is the only known source that possesses the expertise, knowledge, and experience to perform the required effort in the specified timeframe. General Sciences holds patents on chemical vaporization technology. This technique allows for a very high percentage of chemical vapor compared to earlier techniques. This very high percentage vaporization leads to much reduced payload mass. Responses detailing an interest in this requirement (referenced in Note 22) must be received within 15 days of this notice.
