Purpose of Announcement: In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.2.4, this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single-source/brand name procedures as well as locate additional sources capable of fulfilling future requirements.
The FAA's Mike Monroney Aeronautical Center intends to award a single-source contract to Rockwell Collins, Inc. for the upgrade of nine (9) Global Navigation and Landing Unit (GNLU)-930 Multi-Mode Receivers (MMRs) to GNLU-955 MMRs.
Aviation System Standards, Flight Inspection Flight Programs Division, Flight Program Management Team has a requirement to upgrade these parts for Beech-300 Flight Inspection Aircraft. The equipment listed above is critical to the mission of keeping the National Airspace System working and does have a direct impact on the safety of the flying public. The FAA does not have the data, information, specifications, or drawings necessary to modify these components as they are proprietary to Rockwell Collins. In addition, all component parts must be type certificated in accordance with Federal Aviation Regulation procedures set forth under Certification Parts 23, 25, 27 and 29. This type certificated equipment is only available from Rockwell Collins, Inc, and these parts are the only approved parts for use on FAA Flight inspection aircraft.
