NASA/JSC has a requirement for a quantity of 4, 2 inch square vacuum deposited thinfilm solid-state Electrochromic Radiator Modules pixels, for NASA's Advanced ThermalTechnology Development Project.NASA/JSC intends to purchase the Electrochromic Radiator Modules from Eclipse EnergySystems. NASA requires a radiator surface that can change emissivity during the mission. The modules must allow a surface to change emissivity over a specific range of values.The Electrochromic Radiator Modules have demonstrated sustained operation in space flightand meet the required turndown ratio of eight to one. The modules also must operate in anenvironment void of gas. The Electrochromic Radiator Modules are proprietary to EclipseEnergy Systems.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. local timeon 2/9/09. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
