The Air Force Weather Agency is currently seeking qualified sources to conduct research in the Analysis and Forecasting of Hurricanes. The objective of this effort is to determine what the impact of integrating special sensor microwave data into the Weather Research and Forecast (WRF) 3-D variational data assimilation system will be relative to improving the mesoscale numerical analysis and forecasting of hurricanes. The research would involve:a)Software (design, implementation and documentation) for integrating special sensor microwave data into the WRF 3-D variational data assimilation system. b)Documentation of instrument characteristics of the instruments used in this effort.c)Documentation comparing two different approaches for utilizing data from the instruments used. d)Software (design, code and documentation) for improving WRF physics, specifically, boundary layer and cumulus parameterization. Analysis and Forecasting of Hurricanes - Definition of a Qualified Source - To be considered a qualified source, the following information must be provided. If this information is not provided, the source will not be considered for this project. The source must provide a qualification package of past work in the subject weather area. Specifically past experience must be in the weather area devoted to expanding the initialization capability of mesoscale numerical forecast modeling. Previous work must document projects which are leading up to integrating special sensor microwave data, special sensor microwave temperature sounders, and special sensor microwave water vapor profilers into the Weather Research and Forecast 3-D variational data assimilation initialization scheme. The source must have experience in statistical regressions of retrieved radiances versus total precipitable water. The source must also have experience in direct radiance assimilation using a radiative transfer model. The source must have access to a research facility to accomplish this project. The intent of this project is to further investigation of the characteristics of each instrument data mentioned. This project is meant to improve weather research physics, especially for improving boundary layer parameterization and cumulus parameterization. The goal of this particular project is to establish the necessary conditions for an integrated initialization capability of all available data into an operational mesoscale numerical forecast mode. An Acquisition Ombudsman, Colonel Joseph P. Maryeski, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
