The U.S. Fish and Wildlife Service (USFWS), Contracting and General Services in Falls Church, VA intends to award a purchase order to the Food and Agriculture Organization of the United Nations (F.A.O.) at Viale Delle Terme DI Caracalla Roma, Roma, Italy 00153 to coordinate an analysis of proposals for commercially exploited aquatic species proposed to amend the CITES Appendices at CITES CoP17. This analysis (known as The Analyses) will be conducted by a global network of species experts which will be recruited through the F AO and known as the FAO Expert Advisory Panel. The FAO Expert Advisory Panel will compile the analyses from each of the species proposal reviews and combine the reviews into a single document for translation and distribution prior to CITES CoP 17. The Analyses will provide scientific support for the decision­making process of CITES Parties with regard to species listing proposals and amendment of the Appendices. The resulting document will bring together a broad range of expertise, which will be of assistance in the discussions of the proposals at CoP 17. The contract will be used to provide 181 CITES Parties, including the United States, with technical reviews of the CITES proposals to amend the Appendices for the upcoming Seventeenth meeting of the Conference of the Parties (CoP 17). The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). All responsible sources may identify their interest and capability for this requirement by responding to this announcement. All proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
