NAICS Code: 541710 The U. S. Environmental Protection Agency (EPA), National Risk Management Research Laboratory (NRMRL), Sustainable Technology Division (STD) has a requirement for aquatic flora and fauna identification and measurement for the Shepherds Creek Best Management Practice (BMP) Project. EPA has been advocating the use of BMPs to mitigate the effects of excess stormwater runoff from developed areas on the hydrologic and ecological integrity of the watershed. However, the degree to which BMPs that are chosen, using economic efficiency standards improve environmental conditions of the watershed have not been assessed. Several ecological indicators, including the species diversity and composition of benthic macroinvertebrates and algae, will be used to measure the ecological effectiveness of BMPs. This acquisition will contain the EPA Clause 1552.211-79, Compliance with EPA Policies for Information Resources Management which requires contractors to provide compliant Section 508 services and supplies. The Request For Quotation (RFQ) will be issued as a total small business set-aside under NAICS code 541710 with a size standard of 500 employees. It is anticipated that a RFQ will be issued on or about June 24, 2003. To receive a copy of the RFQ, interested firms must submit a written request via fax or e-mail to the POC. Requests must include a complete mailing address, phone and fax number. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. A firm, fixed price purchase order will be issued to the quoter whose quotation represents the lowest priced technically acceptable quotation. All responsible sources may submit a quotation which shall be considered by the agency. The anticipated award date is July 31, 2003. See numbered note 1.
